I wasn't able to verify the data via the DOJ/FBI website but
I can tell you it's not zero any more. (9_9)

Just recently six whites were arrested in West Virginia for
kidnapping, torturing, and sexually assaulting a young black
women during a one week ordeal. While the victim was
reportedly subjected to racial slurs by her captors, the
authorities have declined to classify the case as an hate
crime even despite the evidence race was a criminal motivation.
The local authorities agree that while race played a
motive and that WV hate crime statutes could apply -- that
the WV hate crime laws were meant for misdemeanors and
donot carry significant penalities. Authorities consider that
in consideration of the higher penalities (prison for life)
for the felonies being charged and believed to have been
committed -- they have decided not to classify the
case as a hate crime.
